thanks for bringing this up. I assume the xen build was not tested, yet.
Would you mind trying it and submitting the conf file fixes ?
I'd recommend to try the h3ulcb.

I've noted that in latest yocto code for virtualization the receipts for XEN have been changed.
Technically the compilation of the xen tools has been separated from main xen compilation, the target xen-base has been removed.
But As I see the XEN build for R-Car M3 (implemented in scope of https://jira.automotivelinux.org/browse/SPEC-2912) uses xen-base in the code:
meta-agl-bsp/conf/include/agl_m3ulcb.inc:8
meta-agl-bsp/conf/include/agl_m3ulcb-nogfx.inc:13
Looks like it may fail now. Was XEN build tested after upgrade to dunfell?
