The recipe for libhomescreen is here:

This revision is given 5.99.4 tag.

And libhomescreen-2017_git.bb doesn't use AGL_DEFAULT_REVISION, and pinned at
HEAD of libhomescreen (https://git.automotivelinux.org/src/libhomescreen/commit/?id=d22ffadbe9fcb13144264e71da300bdf56724906).

So, its OK.
