You have to offset the first IO number by 2 to get the second IO; because
the first IO number is infact IO range of size 8 and the second IO number
is a particular IO address. So you should use:

boot linux ide2=0xa800,0xac02,9 ide3=0xb000,0xb402,9
Also,make sure /proc/interrupts confirms that you are using IRQ 9 for both
ide2 and ide3; else use different IRQs above.

Make sure your kernel support PCI IRQ sharing. Why not start off clean
with latest kernel 2.4.18
