Which SS7 stack are you using?

With libss7+chan_dahdi, you should set ss7_called_nai variable to "dynamic", and set the prefix settings for ss7_internationalprefix, ss7_nationalprefix to something that you can use to specify what type of NAI you wish to send.  Then, when you do a Dial() in the dialplan, simply prepend the prefix for the desired NAI setting onto the dial string and it should dynamically set the NAI on the outbound call based on the corresponding prefix.
