Here's an abstract of the chan_dahdi.conf sample file:

; SS7 Called Nature of Address Indicator

; subscriber:     Subscriber
; national:       National
; international:  International
; dynamic:        Dynamically selects the appropriate dialplan

;ss7_called_nai=dynamic

; dynamic:        Dynamically selects the appropriate dialplan

I suppose setting these correctly in your config files should fix it for 
you.
