Too many links defined for linkset

Changing some of the label structure breaks Q.704. Point 15.2 of Q.704 says that the label structure has 4 bits for SLC, 14 for OPC and 14 for DPC (total-32). So you have only 4 bits (D'16) to handle the links and there is no PSTN switch supporting other than 4 bits. Doesn't make any sense at all to change something to being incompatible with the rest of the network :)
Also, the ITU-T SS7 recommendations says that you shouldn't handle more than 2000 CICs per link. So with 32 E1 and 2 links you have less than a quarter of the recommended load on those two links.
