No SLTA received within Q.707 timer T1, trying again on link 'l1'.

What's the point avoiding SLTM? SLTM is a natural process to test the link, not to mention that there are several switches that expects a remote SLTM... disabling it may cause MTP3 problems.
In the most cases the issue with SLTM/SLTA is that the SLC is not the same in both sides.
