chan_ss7 Dead Air for ~20% of the calls

it sound like to me that you are not passing cot test properly, most likely
the ones preformed with the iam message.  When I was look through the libss7
code I could only see were it addressed and iam with cot test type 1 not cot
test type 2.

I have to note that a while ago one edge of the problem was 
in IAX connections between systems - so IAX was giving 
oneway for a certin amount of calls - and switching to SIP 
resoved it - but now it might be just chan_ss7 related.
