Do these links pass COT? It looks like you're incredibly misaligned if they say those CICs are available. You're skipping your D channel on each link (are you sure they're skipping channel 16 on every T1, not just the first), and you're incrementing your firstcic by 32, rather than 31 (creating a fencepost error).
