I've had good luck with Intel SR1530CL 1U chassis with 1 PCIX and 1 PCI
slots.
So we put in A108X and an A108 into it. Have half a dozen of these purring
away,
dual quad core xeon, easily handle 16 e1 of ss7 without transcoding, and 8
E1 with transcoding.

You can also get Dell Poweredge 1950, they have a deal for a free second
processor, roughly $1500 or so for a dual quad-core.
2 x8 PCI Express - x8 lane with x8 connector or PCI X Riser with 2 x
64-bit/133MHz slots2 expansion slots

so, your 96E1 would fit into 6U for the signaling media gateways, and add
another 2x 1U boxes for a db clustered prepaid app

not bad, 8U for the entire spec
