The second E1 is blocked from the operator side, this
is not an error in the
link, I have plugged both E1s in a running SS7 switch,
and they exhibited
the exact same behavior: that is the first E1 is up
and the second E1 is
blocked from the operator side.
Here is the ss7.conf file:

However I discovered something interresting from the
logs; that the SS7 link
goes down just before the problem occurs:
And it appears that the there is an improper handling
of the case when the
link goes down, causing some channels to hang in an
unknown state while the
command "ss7 show channels" shows these channels as
idle.
The problem is that I cannot identify the reason the
SS7 link goes down, is
it the operator side, or a problem with chan_ss7 that
causes the link to go
down.
