Actually, it wouldn't be hard at all.  Most of the groundwork code is 
in chan_zap w/ libpri specifying type of number (IIRC), so it might 
just be an extension to the libss7 portion of chan_zap so that it uses 
those facilities (nationalprefix,internationalprefix, and so on).
