You didn't mention which version of chan_ss7 is used. Although Q.763
mentions Calling Part Number as optional parameter, it is often found, that
the interconnecting parties won't terminate a call without it. You should
ask your service provider about that.

Setting Calling Party Number would probably do the trick for you.
