this is -ss7, for ss7 related asterisk work, pri issues are not regularly
catered to here
you've asked this already on -dev, which was the wrong place as well ...

moreover you've given absolutely no details for anybody to help you ...
as good as some of us are, clarivoyance is not a trait many possess ...

if a pri is not in use, its normal for it to be recycled from the telco

if that is not the case, take it to -users, or discuss on #asterisk,
or file a trouble-ticket with digium if you're using a digium card,
or hire a consultant to help you resolve the issues

but, please, stop cross- and repetitive-posting
