Why you skip channel 16 if you don't run signalling on second E1? Is "firstcic" param set correctly? Probably it should be 31 if you use linear CIC encoding (channels 1-15,17-31 on the first E1 mapped to CIC 1-30 so second E1's CIC should be started with 31).
