where N is some integer. Each tty shown by loginctl  matches the output of 'tty' command in same login.

Some remote have keyboard/display some dont. graphical logins handled by gdm.

Non-login ssh have no tty (e.g. if I run: ssh <host> "loginctl list-sessions")

So i am not able to reproduce what you're seeing.
