I might be missing something in the original post, but I can't see 
anything specific about what sort of problem you're having, or what 
indicates power management doesn't work. (Or how you have configured 
your laptop etc.)

Always worth trying the standard kernel, and the LTS kernel, so you have 
a good comparison and can rule out the various customisations in 
Hardened and Zen.
