Here is one (randomly selected, I do not know Portuguese - nor where Adérito lives) at a University (Universidade de Aveiro): https://glua.ua.pt/ Where there is a group of Linux users meeting regularly there will be one with Arch Linux experience for sure - or at least one who can help one way or the other.
