I believe Oliver was pointing out that the packager has made a mistake
when the file is installed to /tmp, not that /tmp is/is not transient
(it's actually tmpfs, so it's not "cleaned" -- it's created on boot by
systemd->tmp.mount). A bug report should be filed for that package:

They're installing that JPG to /tmp/ for some odd reason, that's just
wrong on any Linux distribution.
