This may be the same bug as this one:
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=760971
So you probably have to copy a panel from /etc/xdg/lxpanel to
~/.config/lxpanel/LXDE/panels/

Are you sure you installed libreoffice? On Arch the openbox menu has
some standard applications even if they are not installed.
