Nope. Arch-dev-public is only for official devs[1] only. Your mail will
get rejected by the server.

As for how to do it properly, I think all you need to do is get a bunch
of people interested, pick a date, hop on IRC and squash away. That's
how the Xen project seems to handle it, anyway.[2]
