I tried this patch and rebooted one server - it fixes all the ordering cycle problems I had - I think ...

Both these show clean system now:
   dmesg |egrep 'tmpfiles|rdering c'
   systemctl status systemd-tmpfiles-setup

 Might be helpful to add this patch to arch systemd?
