Hmm well that helped a little:

 # sudo localectl list-locales
en_GB
en_GB.iso88591
en_GB.utf8

# sudo localectl set-locale en_GB.utf8
Failed to issue method call: Invalid Locale data.

Could this be a corrupted file? (Feasible, as we did have a power cut.) I
tried reinstalling glibc, but that didn't help.
