Should outdated changelogs be removed from the packages?

Should outdated changelogs be removed from the packages?
I'm guessing that this was the reason for removing the changelog from parcelite:

htop's changelog has been removed earlier:
https://projects.archlinux.org/svntogit/packages.git/commit/trunk?h=packages/htop&id=831af31bc6ee1124c6063b52192ea0e74386ac56
even though it wasn't outdated, probably because the maintainer didn't
want to maintain it anymore.
