[No X] Changing a keyboard layout, compose

Hello.

Is there a way to redefine keys that change a layout (there is only
one suitable KEYMAP that uses Ctrl+Shift, but I'd like to use
Alt+Shift)? Is it possible to enable a compose key (without X)? I've
