Wicd works well for me with Xfce; it sits in the 'notification area' of a
panel.  There's a 'network monitor' plugin for the panel, but it offers no
controls.

There are various other panel plugins for monitoring aspects of the
system, but they are inclined to be limited in scope.

GKrellM also works well with Xfce, if you want more configurable monitors.
