Torrent clients I've tried: Deluge and aria2c
ISPs: ONO (spanish) and the university's ISP seems to be the
university itself, Universidad Politecnica de Valencia
I've a similar issue like you with Deluge. A post that describes what I see in my /var/log:

A workaround in this case it's disabling SYN flood protection in the kernel, adding to /etc/sysctl.conf
    net.ipv4.tcp_syncookies=0

but it's not a real solution.
