solved if loading map manually with
setxkbmap de neo
now just do it in a script, and fixed this is.
anyone got a hint, how to properly write a systemd unit file for
executing this command at startup?

Writing a unit file would be overkill. Just add the relevant lines in
your script to ~/.xprofile or /etc/xprofile (for system-wide settings,
which is presumably what you want.)
That's what I use, and it's DE-agnostic.
