If you have specific questions, I'd be happy to answer. The main
difference between then and now is that we used to default to the
locale being "en_US.UTF-8" if nothing is set, but now we fall back to
"C". At some point we were also generating /etc/profiles.d/locale.sh
dynamically at every boot.
