That's tty1.

Try enabling getty@tty1.service:

    ln -sf /usr/lib/systemd/system/getty@.service \
           /etc/systemd/system/getty.target.wants/getty@tty1.service

("systemctl enable getty@tty1.service" currently works in systemd-git only...)
