Have you tried running "pacman-key -r 396E3E25BAB142C1" as root?
That should succeed with fetching the key.

Due to the recent switch to gpg2, pacman was unable to look up such keys
as it did not prefix the key ID with 0x and thus gpg2 was unhappy.
