I can't reproduce this, too.

But maybe you could check if you have set a keyboard shortcut to
<Shift>+F1 in Xfce here:

Settings -> Keyboard -> Application Shortcuts
Settings -> Window Manager -> Keyboard

Switching from X to a virtual console is usually done by
<Ctrl>+<Alt>+F1. So maybe you or an application has changed this
setting somehow.
