[signoff] reiserfsprogs 3.6.21-4

hi all,

there is a simple rebuild waiting for signoffs in testing. As this
packages does not have a single signoff since two weeks I am calling out
to everybody (Dev, TU and users) using it. Just let me know if the
package still does its intended job.
