It's PKGBUILD. You can read about AUR and making packages on Arch
Wiki, or you can simply try this as non-root:

mkdir xorg-rgb
cd xorg-rgb
wget http://paste.xinu.at/7lZ -O PKGBUILD
makepkg -i
