For network cards you can use udev rules to set the names based
on the MAC address, e.g.

SUBSYSTEM=="net", ATTR{address}=="00:0a:48:02:1c:73", NAME="eth0"
SUBSYSTEM=="net", ATTR{address}=="00:30:85:87:3d:76", NAME="wlan0"

(as explained on the Arch wiki page for udev)
