You should check out some german providers. Because of the high
competition on the german market vps and dedicated servers belong to the
cheapest in the western hemisphere.

For example the SliceHost "512 slice" costs 38$ in germany the same
configuration costs around 7€ to 10€ many of those offers include
unlimited traffic.
