It is not realy a problem for mine because now i will do a de- and a reinstall
(i like this more than forcing it with "-f") of this packages but perhaps
there is a better solution.

Just a guess but have you replaced one of the /usr/man or /usr/share/man directories with a symlink? That might be confusing pacman as the new tcl installs man pages in /usr/share/man instead of /usr/man.
