Hey

According to the cvs logs it was a error.

If you look into the source for the capital version you can see
pkgname=koffice-l10n-en_gb

and you can tell from the cvs commit comment:
----------------
need all to be lowercase
----------------
that this should have been fixed.

Maybe drop Alexander Baldeck <alexander@xxxxxxxxxxxxx> an email.
