HTTP 304 means Not Modified, this is in reply to time-based requests
on resources. So, if the resource did not change, you'll get this.

HTTP 403 means Forbidden, the request is understood, but the server
refuses to fulfill it, for which ever reason.

That reason is usually stated in the Error Log.
