I've managed to solve this - for reasons I'm not fully understanding. Previously I was actually editing an existing named virtual host called 'testbed' and adding the .local to the ServerName directive. Despite restarting/reloading it refused to stick. Creating a separate named virtual host 'developer.local', then adding with a2ensite and reload worked with the .local 'tld' without any issues. My guess is there was some caching or other issue with modifying the existing NVH that restarting or reloading does not 'fix'. That's worth knowing as I've had issues in the past when editing NVH's and the changes not appearing to apply.
