Sure. But the first and most important question would be: Why?

Next it might be interesting which version of RHEL you're on,
so we need if the tools you have at your disposal will serve you well.

You will need to have 32bit libraries installed.

Then you would do something like this:
http://wiki.apache.org/httpd/ConfigAllMods

And adding something like this:
http://stackoverflow.com/questions/3261909/build-32bit-on-64-bit-linux-using-a-configure-script

I'll assume this works, can't test it now, I'd have to install
too many dependencies.
