Ideally, you would have Apache and Tomcat setup so that both
have the exact same number of potential connections to each
other.

Also, what is the KeepAliveTimeout setting? From what I
can see it must be high. Consider dropping it down to
like 2 or 3 (max) or even disabling depending on how much
it really buys you, performance-wise.
