Apache no longer creates the logfile, that's now left to rotatelogs. And
rotatelogs only creates the file when there's data.

... except that some releases ago the flag "-f" was added to rotatelogs:

http://httpd.apache.org/docs/current/programs/rotatelogs.html

This would create the file when rotatelogs is started, but still doesn't close it and create a new one when rotation time has come if there is no new log message then.
