How to disable URL encoding filename or link

Hello all,

I upload files with FTP. It has Windows-874 characters in the filenames.
My .htm save as Windows-874 codepage too. And I included 
<meta http-equiv="Content-Type"  content="text/html; charset=Windows-874" />


When copy link in the FireFox or IE, it copy as URL encoded.
When Save Link As in FireFox or IE, the filename save as URL encoded.

How to disable this behavior? Some website doesn't face this problem.
