Where is NO_ERROR #define'd?

Hello,

The following define appears in apr_errno.h for the version of APR
used with httpd 2.0 series:

#define APR_STATUS_IS_SUCCESS(s)		((s) == APR_SUCCESS /
|| (s) == APR_OS_START_SYSERR + NO_ERROR)

Where is NO_ERROR #defined?  I've grepped high and low, can't find
it. 

This define causes a runtime error of the module in 2.2 but not in 2.0
line. The immediate fix is trivial -- I did that -- but I want to know
where the change was made.
