I couldn't make much sense of your lengthy post.

If system A is a reverse proxy, and system B is an origin server that
also listens on localhost:9090 with other content, you'd setup one
vhost on system B to proxy to localhost:9090.

You'd have to make up a context root or hostname on system A to
differentiate the vhost that you hit on system B.
