You are using this URL:
https://devbrass2.ana.bna.boeing.com/projects/ms-tools-charts/

Your httpd.conf setting has this
ServerName devbrass2.ana.bna.boeing.com:443

so, how about try this URL
http://devbrass2.ana.bna.boeing.com:443/projects/ms-tools-charts/
