build 32 bit httpd on 64 bit RHEL

Hi,
I am compiling 32 bit httpd on 64 bit RHEL with following command:
# ./configure CFLAGS=-m32 CXXFLAGS=-m32 FFLAGS=-m32 FCFLAGS=-m32 --prefix=/root/j131/testhttpd/apache-32bit
But make failed with following error message:
# make

It seems ld configure is not OK, so I added LDFLAGS=-melf_i386 for apache configure, but it doesnt work:
# ./configure CFLAGS=-m32 CXXFLAGS=-m32 FFLAGS=-m32 FCFLAGS=-m32 LDFLAGS=-melf_i386 --prefix=/root/j131/testhttpd/apache-32bit

Is there any standard method to make 32-bit apache in 64-bit linux?
