The simplest way would be to Use the Source...

A very quick fix would be to go into modules/proxy/mod_proxy_balancer.c
and hack the line where it makes the hyperlink on the balancer URL (look
for "href"). If you disable the link it will be pretty hard for someone
to get to the config form...

If you want to fo deeper, you could snip out the form as well. And then
remove its functionality..
