[Mon Nov  2 13:27:54 2009] [notice] SIGHUP received.  Attempting to
restart

After this restart, the process resumes normal operation.
It is not very clear if the messages above happen before, or after you have sent a "restart" command to your server. Can you give a bit more details about what you are doing exactly, step by step, and what you mean by being "unresponsive" ?

Also, some additional information about the Apache version, the platform on which is running, etc.. would probably not be superfluous.
